First established in 1938 as a private school for supervised play, TOPS received its more official beginning as a licensed program in 1943 with about thirty children in attendance. 

TOPS is committed to providing high quality early childhood education programs that recognize and support the ongoing changes being implemented at the public school level while upholding our play based learning philosophy, which emphasizes social competence and emotional well-being as a strong foundation for cognitive development.
